Why a Meaningful Boost for Those at the Bottom Requires Help From the Top

NY Governor Andrew Cuomo proposed reducing inequality by lifting up the bottom instead of pulling down the top.
Even if minimum wage was $15 per hour, income inequality still would have increased over the past five years.
The 1990’s had excellent income growth overall, but much more for the top 10% of earners than the bottom 90%.
